National Clandestine Service?

A borderline dorky new metaorganization that will oversee all human espionage operations. Does that sound like a bad idea after the experiences of DHS? Most likely aimed at controlling dissent and molding so called intelligence, the by far likeliest outcome is that, like with DHS, the US will actually come out weakened. Which is nominally good for the rest of us.
